Carrollton earns its keep as a county seat: the Carroll County clerk, the tax assessors, and the probate court all do business in town. Which counter matters depends on the question. The assessors' parcel site ties an owner's name to a mapped lot and its mailing address, the Superior and State Courts clerk records deeds and keeps case files searchable by party, and probate handles estates and marriage licenses. No single office answers for all of them, so send each request where it belongs. That habit, more than any tool, keeps a Carrollton residents directory search on track. Owners are not occupants. Confirm residence with a second record before treating a tax name as a household.

Finding Carrollton Residents

Start with the record that matches what is known. A Carrollton street address belongs first in the Carroll County property system. A person's name may belong in the court party search, the property roll, a recorded deed, or an official license index. An older address calls for archival sources. No one source is a complete residents directory, and the date on each result matters.

The safest method is to build a two-record match. Compare a stable detail, such as a parcel number, legal description, case number, or dated address, before deciding that two similar names identify one person. A tax mailing address can differ from the property location. A deed proves a transfer, not where each party lives now. Voter data is a dated registration record and comes with statutory limits.

  1. Search Carroll qPublic by owner name or property address and save the parcel number.
  2. Use Georgia My Voter Page only for an individual registration check with the required identifying details.
  3. Check the deed route from the Carroll County Clerk of Superior and State Courts when ownership history matters.
  4. Compare names in court, probate, business, vital, or archival sources that fit the purpose and time period.
  5. Request the underlying document from its custodian when an online index supplies only a lead.

Lawful use. Carrollton resident records may be used for personal research, family history, civic inquiry, and fraud avoidance. Never use address data to stalk, threaten, or harass anyone.

Carrollton Resident Records Offices

Carrollton is the Carroll County seat, but its records are not kept at one counter. The elected Clerk of Superior and State Courts keeps deeds and the main county court files. The Board of Tax Assessors maintains parcel and valuation evidence. Elections and Registration maintains voter material, while Probate Court handles estates and marriage licensing. City Hall keeps municipal permits, planning, zoning, occupational-tax, and administrative records. A county open-records request does not make the County Clerk the custodian for separately elected offices.

The county routing page shows why the custodian matters. Court and deed requests go to the court clerk, election records to Elections and Registration, and sheriff records to the sheriff. The screenshot below preserves that routing entry point.

Use the routing list before drafting a request. A narrow request sent to the right office is more likely to receive a useful response and accurate cost estimate.

Carrollton Property Directory Fields

Carroll qPublic is the strongest current address-to-owner source in the Carrollton residents directory. It reports the assessed owner, mailing destination, parcel number, situs address, legal description, values, acreage, use, and map links when those fields are loaded. The situs is the physical property address. The mailing address is where tax correspondence goes, so the two should not be treated as interchangeable.

A homestead exemption may strengthen an owner-occupancy inference, but it still does not list every person in the home. For a full by-address method, use the Carrollton street directory without turning an ownership result into a household claim.

Current Carrollton Resident Directories

Current Carrollton records divide people by legal event, ownership, registration, and public role. That is more precise than a single commercial compilation because each official source states what caused the entry. It is also narrower. Non-owner occupants, family members, and people with protected addresses may not appear in a searchable roll at all.

Official rolls are time-stamped evidence. Commercial people-search products merge feeds, may confuse people with the same name, and can retain old addresses. Use the official index to identify the record and the custodian's copy when the distinction matters.

Other Georgia indexes can confirm a narrower link without acting as a household list. The Secretary of State business search shows entity status, formation details, a registered office or agent, and filing history. Professional-license verification can return a license type, number, status, and issue or expiration dates. A registered-agent address may be a service address, and a professional record may omit a home address, so each is evidence of a dated public role rather than current residence. Carrollton trade names remain with the Superior Court Clerk, while occupational-tax and permit material belongs to the city. The city reported 1,759 current business licenses in fiscal year 2024-25, which makes that local register useful when a person is connected to a named Carrollton business. Request the public register from the licensing office when no live name search is available.

Carrollton Voter Directory Choices

Georgia provides two very different voter channels. My Voter Page checks one voter after the user supplies identifying data. Carroll County also sells Excel voter products. The 2024 order form lists an entire Carrollton municipality file at $65 and an entire county file at $70, with other products from $35 to $125. The files can include voter name, residence address, a different mailing address, race, gender, registration date, and last voting date.

O.C.G.A. § 21-2-225(c) prohibits commercial use of voter lists. Safe at Home and other legal protections may also shield an address. An omitted or substitute address is a designed safety measure, not a failed search. The official Georgia voter lookup screen is shown below.

The individual form and the purchased file serve separate purposes. Neither proves that every named person presently occupies the address printed in a dated registration record.

Carrollton Deed Index Trails

The Real Estate Recording Department records deeds, liens, plats, UCC filings, trade names, and related instruments. A deed index commonly identifies the grantor, the person transferring an interest, and the grantee, the person receiving it. Book and page or an instrument number leads to the recorded image. The index may also show instrument type, file date, and legal-description clues. Carroll County's exact live online cutoff and image price were not stated on the accessible official page, so older or complete files may require the clerk's counter or terminal.

Index
A finding list that points to a document; it is not always the document image.
Parcel
A tract represented by one assessment identifier.
Criss-cross directory
A historic directory arranged by street and house number instead of surname.
Certified copy
A custodian-issued copy formally authenticated for official use.

The official Superior Court page exposes the county deed-search route.

Carrollton Court Resident Lookup

The Carroll County CM Web Search offers anonymous searches by party, associated party, or case number after its disclaimer. Its party form accepts last name followed by first name, court code, court division, filing-date range, and case status. The county warns users to test all spelling variants. That warning is especially useful when initials, suffixes, former surnames, or business names vary between records.

A docket result may list court, case number, filing date, parties and roles, events, hearings, and disposition. It may not provide every filed image. Sealed, juvenile, adoption, and restricted material remains unavailable. A certified disposition comes from the clerk, not from a search-result line. The public entry screen appears below.

Municipal, Magistrate, State, Superior, Probate, and federal records have different keepers. Search the court that fits the event, then ask that clerk for the actual file.

Carrollton City Address Records

City records add an address layer that county rolls cannot supply. Carrollton issues building, electrical, HVAC, plumbing, gas, pool, business, alcohol, food-truck, and golf-cart permits or registrations. Published "permits issued" material is the practical first stop for work history. A targeted request can then seek the underlying permit jacket, occupancy material, site plan, or code history for a relevant property.

The City Clerk's open-records and zoning page distinguishes a basic zoning-verification letter from extra research. Staff research is charged at the lowest-paid qualified employee's hourly rate after the first 15 minutes. The form asks for the department, record description, address, and time span. County deeds, courts, assessments, and voter material must still go to county custodians.

Request the issued-permit list before large underlying files. That Carrollton-specific sequence can reduce staff search time and narrow copy costs.

Carrollton Vital Record Custodians

Birth, death, marriage, and divorce evidence does not come from one office. Georgia Department of Public Health Vital Records issues certified Georgia birth and death records and certain marriage or divorce verifications. Carroll Probate Court is the practical local source for marriage licenses and copies. The Superior Court Clerk holds divorce decrees. A state verification is not the full decree.

Birth certificates are restricted to eligible requesters under O.C.G.A. Title 31 and DPH rules. Death access depends on the copy and the requester's relationship or interest. DPH requires the current application, identification, proof of relationship where needed, and prepayment. Its published channels include online ordering, mail, county offices, and in-person service when available. Confirm current walk-in status and processing times before travel.

The official Georgia vital-record page provides the live forms and ordering routes.

For birth-family research, Georgia's confidential official process is the proper route. Andee's Law, effective July 1, 2025, created a procedure for an adult Georgia-born adoptee to request an uncertified original pre-adoption birth certificate.

Historical Carrollton Resident Directories

Carrollton's best historical resident directory is a layered shelf, not one verified year run. UWG Ingram Library Special Collections holds West Georgia maps, books, oral histories, photographs, organizational files, and a complete set of Carroll County Genealogical Society newsletters. The Benjamin M. Long photographs document many Carrollton buildings from the 1920s through the 1960s. Digitized yearbooks, newspapers, cemetery transcriptions, census records, deeds, and the March 1900 Sanborn map fill different gaps.

No authoritative online catalog exposed the exact publisher and years for Carrollton printed or reverse city directories. A researcher should ask UWG and Neva Lomason Memorial Library to inspect their shelves, then record the title page, coverage note, publisher, and abbreviation key before citing a volume. The fuller collection workflow belongs in the Carrollton city directory.

The supporting collections cover several eras. Four free Library of Congress Sanborn sheets capture Carrollton in March 1900. Federal census schedules provide named household snapshots through 1950 under the 72-year release rule. The Carroll County Genealogical Quarterly runs from 1980 to the present in UWG's holdings, with 53 issues from 1980 through 1994 digitized, while a two-volume cemetery project transcribes 292 burial grounds. Nearly all UWG yearbooks are digitized, and the West Georgian newspaper run spans 1933 through 2007. These sources do not substitute for a verified city-directory edition. They help confirm a surname, institution, street, burial, or household during years when a printed directory is absent or its shelf coverage remains unverified.

The UWG Special Collections access page provides appointment details and repository contacts.

Carrollton Records Near 1827

Carroll County was created in 1826, and the 1827 land lottery shaped its first title trails. Record loss in 1828 and the later courthouse fire should not be collapsed into a claim that all early deeds vanished. Georgia Archives has digitized a Carroll County Superior Court deed book covering 1827 through 1831. The volume contains 290 images, irregular pagination, missing pages, and a catalog note about one anomalous later date.

The Georgia Archives deed-book item is free to inspect online.

This surviving volume is an unusually early bridge between a person and Carroll County land. The Archives county microfilm index, FamilySearch catalog, courthouse books, and UWG local collections remain the fallback when the desired item is not digitized.

Georgia Records Request Timing

The Georgia Open Records Act, O.C.G.A. §§ 50-18-70 through 50-18-77, ordinarily requires production within three business days or a written description and timetable when production cannot occur that quickly. Agencies may charge for search, retrieval, and redaction using the lowest-paid qualified employee after the first quarter hour. A cost above $25 triggers advance notice, and a cost above $500 may require prepayment. The office need not create a new report that does not exist.

Ask for an existing export, named document series, address, date span, and known identifier. Request inspection or electronic delivery where practical. If part of a Carrollton record is exempt, the office should redact the protected part and identify the precise exemption rather than withhold the entire public remainder. The Attorney General's Open Government FAQ explains these operating rules.

Note: Preserve the query, date, custodian, and parcel, case, or instrument number because every online result is a changing index lead.
